• Standards/protocol thread. Product-agnostic frameworks are a standards-layer move. If these templates spread across ministries and school districts, they define what compliance looks like before any vendor-specific requirements are set — giving Google outsized influence over the evaluation criteria competitors must satisfy.
• Agent-layer convergence (indirect). As AI agents enter classroom and curriculum workflows, the policy scaffolding being built now determines what agentic behavior is permissible in educational contexts — a regulatory early-mover advantage.
